what time is it?

i keep seeing people dressed like uncle sam and lady
liberty, dancing and waving flags on street corners.
that can only mean one thing...it must be tax time!

    I saw one dressed as lady liberty over the weekend and tried to get a shot but, the light changed and I had to move. I wonder what is going on.
